Explanatory materials states The Bank of Commerce, Fernandina, received its charter Feb. 14, 1861, but like several other banks chartered during the 1860-61 sessions of the Legislature, never was fully organized....................None of these notes were signed or issued but numerous notes exist today, some with plain reverse and others with The State of Florida fractional notes of 1863 or other local scrip imprinted on the reverse.
Names C. H. Austin and M. Bull and date Feb'y 2nd, 1868 appear on reverse side.
