Freight on Phosphate from Empire State Phosphate Company.

Dear Sir,
I enclose copy of letter from Mr. Lukenbill Agent at Fernandina, complaining about settlements on Phosphate from Empire State Phos Co, and of the great length of time in receiving drafts after presenting his bills.
As I was instructed by you, in your letter May 9th, to direct Mr Lukenbill to accept drafts drawn by R. King Supt. or Lee Wolf Secty, I do not feel that I should take the liberty of telling mr L. not to deliver this freight until paid neither do I feel that I should take the responsibility of giving him instructions to let shipments leave our possession before collecting our freight charges.
Will you kindly advise me what I shall say in reply to mr Lukenbill's letter, and greatly oblige,
